I can't prove to you that that's not legit, but everything about this is fake. I don't know what the page in the link actually is, but don't click it to find out.
Steam/Steam staff will never contact you through chat (unless, y'know, you're actually friends with the devs and they're saying wassup) and the URL will always be from steampowered.com
Other than just wanting to let you all know- the reason I'm posting this is because the bot is in the AtomicMPC Steam group. I got an chat invitation from Steam, saying something along the lines of "You guys are in the same Steam group, which is why we think he is trustworthy- do you want to accept the chat invitation? And if so, do you want to automagically accept all future chat invitations from this dude?"

The bot popped offline right after sending the message/s. Anyway, long story short- if anybody knows Timur, contact him/her to see if his/her Steam account has been hacked. If they don't exist, or they end up definitely being a bot, then I'd advise everyone to block that user.
