I recently purchased the Asrock X99 Extreme4/3.1 with the compatible memory Corsair  CMD16GX4M4B3000C15 16gb.

When i go into BIOS and try to set the DRAM to 3000mhz the computer fails to boot and will cycle from bios/black screen to power down and then power back up.

im currently running the following.

MOBO: Asrock X99 Extreme4/3.1

CPU: i7 5820k

GPU: R9 280x

HX650W PSU

Maybe try upping the voltage.  You can run memtest86+ too and Id do one stick at a time.

I have the extreme3; from experience, put up with one step lower clock speed, and tighten those timings like no tomorrow. Makes a much bigger benchmark difference.
