The big announcement was that as of Xcode 7, you can now run apps on your iOS devices that you have signed yourself.
The intention is that people can test apps they have written themselves on their own devices.
A side-effect is that the command-line tools enable re-signing of IPA files. (The iOS equivalent of Android APK files)
