Might be pushing it if he's not bringing any existing components to the party.

As a minimum for new gear you're looking at $70+ for 8 Gig DDR3 or DDR4 Ram.  Another $230 at least for any half decent CPU, this is ignoring AMDs older FX and A10 CPUs as though you can get a reasonably performing CPU around the $170-$230 mark IMO they're a dead-end path whereas other CPU options around that price are regarded as low to midrange.

Motherboard, you have the mini-ATX and the like in the $70-$90 range but then you have something that's probably got 1 x16 slot and a mix of 1-3 PCIe x1 and legacy PCI slots and probably only 2 Ram slots and a few Sata and USB ports.  The half decent motherboards start around $100, figure spending a bit more than that.

The smart thinking for disk is to have an SSD for system drive then you may as well put a 2 or 3 Gig mechanical in as well.  So there's $65-$130 for the SSD depending on if you go 120 or 240 Gig, and another $100 or $130 for 1 or 2 gig HDD.

So there's your budget blown already, 300 CPU & Ram, 100 motherboard and 100 for HDD but no SSD.  And we've not yet touched on PSU, graphics card or case not to mention the vital externals like monitor kb and mouse.

Graphics card - you're looking at $140-$280 for a half decent midrange card, thinking GTX 960, 1050, 1060 or R7-470.

Bottom line though - if you want new gear then budget a good couple of hundred more than that at least and even then it's assuming you're using an existing monitor and other externals.

Yeah tell him he's pushing it....

[Antec ESK3450B-U3-P with 450W USB3.0 Audio in/out 6 Drive Bay]
    $74.00
[GeIL 8GB Single DDR4 2400Mhz Pristine series]
    $75.00
[Seagate ST1000DX002 1TB FireCuda 3.5" SATA3 8GB NAND Desktop SSHD]
    $115.00
[Asus Expedition GeForce GTX 1050 Ti eSports Gaming Graphics card 4GB GDDR5 OC]
    $220.00
[MSI B350M Gaming Pro AM4 mATX Motherboard]
    $120.00
[AMD Ryzen 5 1400 4-Core Socket AM4 3.2GHz CPU Processor with Wraith Stealth Cooler ]
    $245.00

Order Total

$849.00

That's about the cheapest I can manage with a system I'd even bother spending money on.

There's that point where you CAN go cheaper, but you spend $500 on a computer that 'only just works' and stops being fast enough to game within the year.

Or you spend $850, and get a PC that will probably be able to game for 3 years+, MAYBE with a simple GPU upgrade needed; but that's all.

My thoughts:

-new Ryzen 4 core, because cheaper motherboards than Intel with similar performance.

-FireCuda harddrive, so he can have SSD speed without needing an SSD

-1050Ti because it's about the best you can afford in the budget....

-Single 8GB stick of ram, so he can go to 16GB in the future if ever needed.

-'Brand name' case and PSU, so it doesn't go pop.

One could get the Ryzen 3 cpus, but honestly I wouldn't buy one of those at all.

If he's playing warhammer and lookng to play warhammer total war, you'll need a fairly decent CPU.

Assuming peripherals and monitor are taken care of, I'd budget about 700-750 AUD for a decent build to last a few years
