Should be towards the back in the games section. Most of the mods you can get from this site here: http://skyrim.nexusmods.com/

Yes I have the hardcopy guide here, it refers to an online updated version on this site. Really my question is whether to use skyboost or the 1.4 beta patch.

The 1.4 patch is no longer beta. Installed it a while ago, no issues noted. A lot of the Steam workshop mods are from mods initiated on skyrimnexus, but most of the modders seem to prefer working with the Steam workshop now.
As for the updated version on this site - the magazine content appears here in bits over the month after the magazine, otherwise why would we buy it?
Oh, yeah, because otherwise all of this would go away!
