Yeah I can tell the difference between 60Hz LCD screen refresh and a 75-100Hz refresh on a CRT. It will make a difference.
TBH get a 7970. Better tessellation performance and more likely to push out 120fps than the 7950. The sooner you get it the more you can sell your 6950 for. Although by then the resale of a 6950 will be $100, whereas he could prob get $200 for it now, so selling/buying now or waiting are both going to end up costing roughly the same I would imagine.

True but the 7970 can fall by more than his 6950 will :)
