Just to weigh in here as a data tech.

 

You can't put yourself in a faraday cage to watch TV. Faraday cages work both ways. No TV signal in = none out.

 

IF you are using an antenna, you are placing a load on the antenna. All antennas transmit. It's a tiny trace, but it's there. If an antenna is connected to a TV it generates some noise. This can be picked up.

 

Hopefully that helps answer a few questions.

Not really.... because one antenna can power hundreds of TV's (with a booster), so in an apartment.... how would it work?

In apartments they will have active splitters. 1 Antenna can only feed multiple devices if you have appropriately balanced and powered splitters.

 

It's also worth noting that this tends to be more in modern apartments. In older style apartments it will tend to be an antenna (Rabbit ear or otherwise) per TV

 

TV licenses are also PER BUILDING. Thus in apartments, it'd likely be included in whatever rates/body corporate fees (or whatever they call it there).
